THE LOWDOWN
Operating an online music radio station began as a hobby for many of us…and has become an expensive hobby. The cost for music licensing fees paid to performance rights organizations (PROs) can be astronomical for a small webcaster that just plays music with no grand illusion of making any profit at all. In all fairness, most of the PROs have affordable fees, but it’s a much different story when it comes to calculating payment to SoundExchange, which is the sole organization designated to collect and distribute digital performance royalties for sound recordings streaming online. Small online broadcasters pay fees based on Total Listener Hours (TLH). That’s basically the number of hours that -x- number of listeners have been connected to the station. The more listeners a station has, the more TLH, and thus the more it costs to pay the legally-required music licensing fees. In our case, the TLH is calculated only from listener hours in the U.S., U.K. and Canada. Listeners in other countries (whether in reality or via a VPN) do not affect the TLH.
For the Music City Roadhouse, we pay a total of $684 per month to our broadcast provider and the various PROs just to be able to legally play music. (We have been able to reduce our monthly fees from the former $1,330 by limiting our broadcast hours in the US, UK and Canada. This is not ideal, but allows MCR to stay alive.) Like most small webcasters, we rely on donations from listeners to stay afloat and commercial-free, and we’re so grateful that we've been more fortunate than many stations, some of which have had to shut down.
